Armed cutter ships were used in the 19th century by the Royal Navy and HM Customs to locate and intercept smugglers off the coast of Britain. They were very effective due to their speed and manoeuvrability. This model of HMS Swan is a representation of the typical armed cutter ship.
Examples of this type of ship are available in the following references:
King's Cutters and Smugglers 1700-1855, by E. Keble Chatterton

English cutter Swan taken by French privateers La Reciprocite and Le Voltigeur
The story goes that this ship was built as a 14-gun Mutin class type cutter in Cherbourg similar to French cutters such as the Mutin 1779, Pandour 1795, Fulminante 1798, Entreprenante 1799 to be used by French privateers. Many of these ships were captured by the Royal Navy and refitted as Navy armed cutters or revenue cutters. She was captured in the Bay of Biscay by HMS Anson in 1799 and sent to Plymouth where she was refitted and renamed HMS Swan by the Admiralty and lent to HM Customs to fulfil her duty in Cowes where HM Customs fleet was stationed.

The Armed Cutter Swan is named after the mute swans which populate much of the West Dorset Heritage Coast. On this coast lies the Abbotsbury swannery, the town of Swanage and many other places which have adopted this famous bird as symbol or mascot. This part of the British coast line provided ideal locations for smugglers to drop their illegal goods. Armed cutters of HM Revenue and Customs were the ideal ships to track, chase and capture smugglers vessels as they were fast, manoeuvrable and able to sail into the wind's eye.
